I'm an open the borders and let everyone in kinda guy, but we should also focus on reasons why there is a shortage in the creation of domestic doctors.  I don't know how much this is due to the activities of the pernicious doctor cartel, shortages in government money for various things, the difficulties of starting or enlarging medical schools, etc...
